Is performed before the implementation of a programme, project or policy. Its purpose is to gather information and carry out analyses that help to define objectives and to ensure that these objectives can be met and ensures that reliable later evaluation of the programme or project will be possible.[1] Ex-ante evaluation can include "programme theory reconstruction or assessment and scenario studies as well as summaries of existing research and evaluation to ascertain the empirical support for proposed activities".[2]
